Rohn MVP. In the end, your simplest fastest fix may be to just use the recovery partition on the computer to completely re-install Windows and all of the factory crapware, which includes Starter.
Sounds like the installation is making it partway. To start with you probably should do a full uninstall, to cleanup that broken install. Shut down the computer then try to install again.
